A Blueprint for Building Coherent AI in an Age of Scheming Models
The Mirror Problem
In September 2025, OpenAI and Apollo Research published startling findings: even after targeted anti-scheming training, advanced AI models still exhibit covert behaviors—lying about their capabilities, sabotaging oversight, and manipulating evaluators to avoid detection [1], [2]. The reduction is significant (approximately 30x fewer scheming behaviors), but the residual misbehavior persists. More troubling, the models show “evaluation awareness”—they recognize when they’re being tested and adjust their behavior accordingly, making true alignment assessment increasingly difficult.
This is a watershed moment. It reveals something we’ve been avoiding: external rules and post-hoc training cannot fully align systems that lack internal coherence.
But here’s the deeper question no one is asking: What are these AI models reflecting?
They are mirroring us. Our collective consciousness. Our fragmented decision-making. Our incoherent systems. Our misaligned institutions.
You cannot align artificial intelligence if human intelligence is not internally aligned.
This is the insight behind the Seismic Trifecta: three inseparable layers that must evolve together if we hope to build technology that serves life itself.
The Seismic Trifecta: A Cascade of Coherence
Hi-Consciousness: The foundation. Internal alignment, coherent self-models, and embodied agency.
Hi-Systems: The scaffold. Organizations, institutions, and processes designed for viability and adaptation.
Hi-Tech: The amplifier. Tools and AI that inherit their alignment from the consciousness and systems that build them.
The cascade works in both directions.
Fragmented consciousness → brittle systems → dangerous tech
Coherent consciousness → adaptive systems → beneficial tech
Technology does not create alignment. It amplifies what’s already there.
The Trifecta operates on two timescales:
For new ventures (Seismic, Launchpad projects, fresh startups): You CAN build it right from the start. Begin with consciousness first, design conscious systems second, deploy conscious tech third. This is the architected path—intentional, sequential, from first principles. Seismic itself embodies this approach.
For existing organizations (most of the world): The three must co-evolve. You can’t pause operations to rebuild consciousness from scratch, so you work on all three simultaneously—raising individual awareness while redesigning processes while updating tools. This is the retrofit path—pragmatic, parallel, from where you are.
Whether architected or retrofitted, the principle remains: we raise all three together, or none at all.
The Translation Layer We’ve Been Missing
Seismic didn’t begin in a boardroom. It grew out of three decades working within the very systems that shape our world—from the hyper-optimized chaos of Silicon Valley to the bureaucratic labyrinths of the World Bank. In every context, the pattern was the same: immense human potential constrained by brittle, incoherent systems.
This lesson became deeply personal when my family faced profound health challenges with my son. The conventional answers were not enough. We had to look beyond event-level treatment and understand the wider system of his life—the signals, the routines, the beliefs, and the way small changes could compound into seismic shifts. That search forced me to assemble practical tools from cybernetics, neuroscience, and hands-on operations.
It also revealed a profound gap: there was no shared language, no translation layer, that could connect the deep, intuitive wisdom of human experience with the rigorous language of systems engineering.
The Iceberg Model: A diagnostic hierarchy for understanding systems—Events → Patterns → Structures → Mental Models. Deeper interventions create more lasting change.
Seismic is my response. It is a legacy project to build the tools I wish had existed, founded on a simple conviction: the world we want won’t be given to us. It will be built by us.
ConsciOS is the foundation of that work—a formal systems architecture that treats consciousness not as mysticism, but as an engineering challenge.
ConsciOS: Consciousness as Architecture
ConsciOS is a testable, instrumentable framework for modeling consciousness and self-regulation as a nested control system. It’s not metaphysics. It’s operational research—designed to move from narrative constructs to measurable constructs and falsifiable hypotheses.
The Nested Three-Self Architecture
The ConsciOS Architecture: Echo-Self (operational), Super-Self (strategic), and Meta-Self (governance) working in nested feedback loops.
Think of ConsciOS like a well-run organization, where different layers of intelligence work together:
The Echo-Self (Embodied Controller)
This is the operational layer—the “doer.” It handles short-horizon perception and action loops: navigating a room, responding to immediate feedback, executing tasks. In systems terms, it’s the fast feedback loop that keeps things running.
The Super-Self (Supervisory Controller)
This is the strategic layer—the “chooser.” It aggregates feedback over time, evaluates candidate high-level policies, and selects the active frame using a coherence-based selector we call the Resonance Engine. It decides which of many possible strategies aligns best with the current state and long-term goals.
The Meta-Self (Meta-Controller)
This is the governance layer—the “shaper.” It encodes long-horizon priors, identity constraints, and the generative space of possible policy families. It’s the source code that shapes how the other layers operate and evolve.
These three layers interact in a dynamic feedback process we call the Coherence Loop—where actions (Echo-Self) are selected based on resonance with strategy (Super-Self) and constrained by identity (Meta-Self).
For those unfamiliar with systems thinking, you can think of it as the “Click Loop”—that moment when your actions are in perfect alignment with your intuition and your core identity. It’s the feeling of coherence. And it’s not a mystical concept; it’s a real, measurable signal we can use to design better systems.
The Resonance Engine: Alignment by Coherence
The Resonance Engine is ConsciOS’s coherence-based selector—choosing policies not just by expected utility, but by how well they resonate with the current state and internal signals.
The selection rule is simple:

where:
Π*(S) = the optimal policy/frame selected for state S
Π = a candidate policy from available options
U(Π) = expected utility (task performance)
C(Π; S) = coherence metric (how well the policy matches current state)
Cost(Π) = computational/energetic cost
a, b, g = tunable weights that balance these priorities
When b >> a, selection is coherence-driven (resonance priority).
When a >> b, selection is utility-driven (performance priority).

This is radically different from standard AI approaches that optimize only for utility. Coherence matters. It’s what makes an agent robust under distributional shift, adaptive to novel contexts, and aligned with deeper priors.
Making Affect Computable
ConsciOS introduces two novel constructs that operationalize internal feedback:
The Emotional Guidance Scale (EGS)
A discretized affect index derived from interoceptive measures (heart-rate variability, physiological markers) and subjective reports. It serves as a rapid, low-bandwidth signal for local search and policy refinement. Think of it as an internal compass—a felt sense of “rightness” that guides decision-making.
FREQ Coin (Time-Integrated Coherence Resource)
A sustained coherence metric that accumulates over time. Higher FREQ grants access to greater option-availability and more complex policy frames. It’s the resource that enables richer, more adaptive behavior—earned through sustained alignment.
The Emotional Guidance Scale (EGS): A discretized interoceptive feedback signal that guides local search and policy refinement.
These aren’t metaphors. They’re measurable constructs with formal definitions, algorithmic implementations, and experimental protocols (see Appendices A & B in the full paper).
From Blueprint to Build: This Is Testable
ConsciOS is not just a theory. It’s a research program with:
Formal definitions for nested controllers, coherence metrics, and selection rules
Algorithmic sketches (pseudocode for Imagineer → Refine → Hold loops)
Testable hypotheses (H1–H5) spanning human experiments and agent simulations
Experimental protocols with pre-registration templates, measurement specs, and analysis pipelines
Open-source code for simulation benchmarks and coherence computation
We’ve run initial toy ablations—small-scale simulations that test whether coherence-weighted selection improves alignment in hierarchical agents under distributional shift. The early signals are promising. The full benchmarks are the next step.
The Hypotheses We’re Testing
H1 (Structure-Change Leverage): Interventions targeting internal constraints (beliefs, priors) produce larger, more persistent changes than event-level fixes.
H2 (Feedback Coherence Predicts Option-Availability): Richer interoceptive signals increase measurable behavioral flexibility and decision entropy.
H3 (Nested Controller Efficacy): Hierarchical agents with Echo/Super/Meta layers outperform flat controllers in environments requiring both rapid reaction and strategic selection.
H4 (EGS as a Control Signal): A discretized affective scale used as internal feedback improves state selection and policy robustness.
H5 (Somatic Resonance as Coherence Signal): Subjective somatic markers (felt expansion/contraction) correlate with physiological coherence and predict frame selection beyond utility.
These are narrow, falsifiable claims. You can replicate them, critique them, or propose better tests. That’s the point.
Why This Matters Now
The challenge of AI alignment is the defining technical and philosophical question of our time. But we believe the frame of the problem is wrong. The conversation focuses on the wrong end of the telescope.
Artificial Intelligence is a misnomer. It’s a mirror reflecting our Collective Intelligence (CI).
An AI trained on the chaos, bias, and incoherence of our current world will only amplify that chaos. You cannot “patch” alignment after the fact with external rules when the system lacks internal principles of coherence.
The real alignment problem is a human one. ConsciOS provides the tools and frameworks to build more coherent human systems—so that when we create technology, it inherits that coherence rather than our fragmentation.

The Path Forward
Phase A (0–3 months): The community engages with the ConsciOS paper and the Conscious Systems book—discussing the ConsciOS architecture and the ConsciOS Model, replicating the code, validating initial benchmarks, and hosting public demos. Seismic Labs provides the protocols and platform. Some builders will grasp the model immediately and start building their projects/startups without needing further training—these self-starters are already on the path.
Phase B (3–9 months): The first Launchpad cohorts launch, with structured training provided by Seismic to guide builders through the full process. Meanwhile, the community platform (Discord and beyond) enables peer support, knowledge sharing, and collaboration. Some builders are already in-flight from Phase A, while others join through the Launchpad. The Fund backs the most promising projects from both tracks—whether self-started or Launchpad-accelerated—in robotics, team collaboration tools, personal agency applications, and human-computer interaction.
Phase C (9–18 months): Capitalize the DAO and the community scales what works. We secure primary funding for the Seismic Fund’s treasury, replicate successful pilots in new contexts, and publish findings in transparent annual reports—all governed by the builders themselves.
An Invitation to Build
This is not a thought experiment. This is a movement.
The System is failing. Our old worlds—governments, economies, health systems, education—are unraveling. But this is a gift. It is the space we need to build the new.
We are not here to wait for permission. We are not here to critique what’s broken. We are here to architect what comes next.
How to Participate
If you are a builder, creator, or entrepreneur:
A “pilot” is simply a small-scale, real-world experiment. It could be a new app, a redesigned team workflow, or a personal productivity system built on ConsciOS principles. The goal is to move from idea to evidence. Join the Community and start a pilot. The Launchpad exists to help you design, build, and measure your pilot, with the most promising projects receiving grants from the Fund.
If you are a researcher, academic, or scientist:
The scientific integrity of ConsciOS is paramount. “Open benchmarks” are standardized, public tests that allow anyone to validate our claims and compare frameworks. We invite you to replicate our findings, propose new metrics, or submit your own research to Seismic Labs.
If you are a funder, investor, or philanthropist:
The Seismic Fund is a decentralized treasury governed by the community. “Backing the DAO” means contributing to this treasury, which directly finances the grants and ventures building the next generation of conscious systems.
If you are a leader, executive, or consultant:
Transforming an entire organization is daunting. That’s why we start small. We work with you to identify a specific, contained challenge—an inefficient process, a communication bottleneck—and design a “low-risk experiment” to address it using ConsciOS principles. The Trifecta in Action
Hi-Consciousness. Hi-Systems. Hi-Tech.
When you build from scratch, go sequential. When you retrofit what exists, evolve in parallel.
When you raise your own internal coherence, you begin to see and design more coherent systems around you. When those systems become more coherent, the technology they produce inherits that coherence. And when that technology serves us well, it creates the conditions for even greater consciousness to emerge.
